The Line 21 Project is an image collection of Chinese outdoor propaganda, or public service advertising (PSA), produced in the post-Jiang Zemin era (2002 onwards). It aims to present examples of outdoor propaganda in a way that connects them and their messages to their commuter audiences. In this way, they are presented not as gallery artifacts but as actors in the dynamic dialogic and semiotic system that is 21st century urban China.
